Objectives of Sanatan Board
The Sanatan Board will be constituted for specific purposes, some of which may be as follows:

1. Structure of Sanatan Board
Sanatan Board will be constituted at three levels:
The members of District Sanatan Board will be elected directly by the public.
The members of the State Sanatan Board will be selected by the members of the District Sanatan Board.
The members of the National Sanatan Board will be selected by the members of the State Sanatan Board.
The rules for the formation of Sanatan Board will be made in such a way that complete transparency is followed in the selection of members.
The rules for the formation of Sanatan Board will be made in such a way that no ineligible person can become a member of Sanatan Board by using money power or muscle power.
The rules for the formation of Sanatan Board will be made in such a way that no traitor or anti-Sanatan or his/her family members can become the members of Sanatan Board.
The rules for the formation of Sanatan Board will be made in such a way that a person's sect, religion, gender, colour, language or occupation will have no role in being a member or not.

2. Formation of Provisional Sanatan Board
For the formation of the above three Sanatan Boards, a Provisional Sanatan Board will be formed by the Government of India and the eligible Sanatani citizens of India.
The Provisional Sanatan Board will be constituted for a maximum of two years and its tenure will not be extended under any circumstances.
The Provisional Sanatan Board will have to mandatorily constitute a "District Sanatan Board" in every district of India within two years of its constitution.
The Provisional Sanatan Board shall, within two years of its constitution, mandatorily constitute a "State Sanatan Board" with the assistance of "District Sanatan Board" in each state of India.
Before the expiry of the tenure of the Provisional Sanatan Board, all the State Sanatan Boards will together form the “Rashtriya Sanatan Board”.
The Provisional Sanatan Board will have to start a survey of all religious properties in India immediately after its formation. This survey should be completed in two years.
The Central Government and the State Governments will be bound to assist in the survey of religious properties through the Provisional Sanatan Board.
In case of any dispute on any religious property, the Provisional Sanatan Board will list the disputes. The Provisional Sanatan Board will not have the power to decide on disputes relating to religious properties, but will have the power to take necessary steps to prevent any further damages to religious properties.
After the formation of the Permanent Sanatan Board, the authority to resolve all disputes will be transferred to the concerned District Sanatan Boards.
The members of the Provisional Sanatan Board shall be eligible to become members of the District, State or National Sanatan Boards after the dissolution of the Provisional Board, but shall not be eligible to directly become the Chairman of any Board.

3. Formation of District Sanatan Board
Sanatan Board will be constituted in every district of every state of India by the name of "District Sanatan Board".
Only "Sanatani by Birth" citizens of India will be able to become members of the District Sanatan Board.
The citizens of India who are not Sanatani by birth but have been serving Sanatan Dharma continuously for at least fifteen years due to their devotion towards Sanatan Dharma, will be eligible to become members of the District Sanatan Board under special circumstances.
The minimum educational qualification to become a member of District Sanatan Board will be Graduation.
To become a member of District Sanatan Board, knowledge of Sanskrit language will be a mandatory qualification.
Each District Sanatan Board will have a minimum of eight members.
District Sanatan Board will have minimum forty percent women members.
To ensure that all sects and religions recognized as branches of Sanatan Dharma have equal opportunity to become members of the District Sanatan Board, at least forty per cent of the members of District Sanatan Board shall be the Indian citizens recognized as Backward and Scheduled Classes by Constitution of India.
The President of District Sanatan Board will be selected on the basis of majority of the members of Janpad Sanatan Board.
A person from a community can be elected President of the District Sanatan Board maximum twice in a row.

4. Formation of State Sanatan Board
A Sanatan Board shall be constituted in each State of India by the name of "State Sanatan Board".
The President of each District Sanatan Board of that State shall be elected as a member in the State Sanatan Board.
Apart from the members elected from the District Sanatan Board, ten percent of the total number of members elected from the Janapada Sanatan Board shall be selected from such distinguished and eminent citizens of the society who are not the members of any Sanatan Board but are eligible to become so. These members shall not be able to participate in any activities of the Sanatan Board except participating in the voting to elect the President and Vice-President of the State Sanatan Board.
The President of the State Sanatan Board will be selected by all the members through secret ballot method.
The tenure of the President of the State Sanatan Board will be four years.
A person can be elected President of the State Sanatan Board for a maximum of two terms.
The Vice-President of the State Sanatan Board will be selected by all the members through secret ballot.
The tenure of the Vice President of the State Sanatan Board will be four years.
A person can be elected Vice President of the State Sanatan Board a maximum of two terms.
Two members of the same family cannot be members of the State Sanatan Board simultaneously.
Two members of the same family cannot be members of the State Sanatan Board twice in a row.

5. Formation of National Sanatan Board
The Indian Sanatan Board will be constituted in the name of "National Sanatan Board".
Two members of each State Sanatan Board will be members of the National Sanatan Board.
Apart from the members elected from the State Sanatan Board, ten percent of the total number of members elected from the State Sanatan Board shall be selected from such distinguished and eminent citizens of the society who are not the members of any Sanatan Board but are eligible to become so. These members shall not be able to participate in any activities of the Sanatan Board except participating in the voting to select the President and Vice-President of the National Sanatan Board.
Sanatan Dharma followers outside India can elect their religious heads and these religious heads will be the members of the National Sanatan Board of India.
The President, Prime Minister and the Chief Justice of India will be the honorary members of the National Sanatan Board. They will not participate in any activities of the Sanatan Board except participating in the voting for the selection of President and Vice President.
The President of the National Sanatan Board will be selected by all the members of the National Sanatan Board through secret ballot method.
The tenure of the President of the National Sanatan Board will be four years.
A person can be elected President of the Sanatan Board a maximum of two terms.
There will be four vice presidents of the National Sanatan Board who will be elected by all the members of the National Sanatan Board through secret ballot.
The tenure of the vice presidents of the National Sanatan Board will be four years.
A person can be elected as the Vice President of the National Sanatan Board for a maximum of two terms.
Two members of the same family cannot be members of the National Sanatan Board simultaneously.
Two members of the same family cannot be members of the National Sanatan Board twice consecutively.
Honorary members of the National Sanatan Board will not have the right to vote for the selection of President or Vice President, but in special circumstances, if required, honorary members may be given the right to vote with the permission of other members.

6. Disqualifications for being appointed or continuing as a member of the Sanatan Board
A person shall not be made a member of the Sanatan Board if-
He/She is not a Sanatani or has not been officially following Sanatan Dharma for at least fifteen years.
Seventy percent of board members oppose his/her appointment.
He is proven guilty of discriminating against other Sanatan Dharmis on the basis of caste, religion, gender, colour, economic and physical condition, language, occupation, citizenship etc.
There is any allegation of corruption against that person and he is not yet proven innocent in such allegation.
There is an allegation of corruption against any member of that person's family and he is not yet proven innocent in such allegation.
There is a case of serious nature pending against that person.
There is a case of serious nature pending against any member of that person's family.
A member of that person's family is currently a member of any Sanatan Board.
A member of that person's family is in active politics.

7. Resignation of the President of National Sanatan Board
The President of the National Sanatan Board can resign from his/her post by addressing the Prime Minister, Chief Justice and Vice Presidents, however he will continue in his/her post until the next President is appointed.
The President once resigned, will not be eligible to become President again in his/her lifetime.

8. Resignation of Vice-President or Members of National Sanatan Board
The Vice President and members of the National Sanatan Board will be able to resign from their posts by addressing the President. The Vice President who resigns will not be eligible to become President or Vice President again in his/her lifetime.

9. Resignation of the President of State Sanatan Board
The person can resign from his/her post by addressing the President of the National Sanatan Board, however he will continue to hold his/her post till the next President is appointed or till his/her resignation is accepted. The President who resigns will not be eligible to become the President again during his lifetime.

10. Resignation of Vice Presidents or Members of State Sanatan Board
The vice president and members of the state Sanatan Board will be able to resign from their posts by addressing the presidents of the national and state Sanatan boards. The vice president who resigns will not be eligible to become the president or vice president again during his/her lifetime.

11. Resignation from the post of President of District Sanatan Board
Presidents of District Sanatan Board can resign from their posts by addressing the presidents of the National and State Sanatan Boards, however they will continue to hold their posts until the next president is appointed or their resignation is accepted. The president who resigns will not be eligible to become president or vice president again for the next ten years.

12. Resignation of Vice Presidents or Members of District Sanatan Board
The vice president and members of the state Sanatan Board will be able to resign from their posts by addressing the presidents of the national, state and district Sanatan boards. The vice president who resigns will not be eligible to become the president or vice president again for the next ten years.

13. Removal of the president of the National Sanatan Board
The President of the Rashtriya Sanatan Board may be removed if
1. A no-confidence motion signed by at least two-thirds of the members of the Board is passed.
2. If he is charged with suffering from any of the disqualifications specified in clause (6), signed by at least two-thirds of the members of the Board.

14. Removal of Chairman, Vice-Chairman or Member
Suffering from any of the disqualifications specified in clause (6) shall be sufficient cause for the removal of the Chairman, Vice-Chairman and Member of any Board except the Chairman of the National Sanatan Board.

Survey of religious places:
Each District Sanatan Board shall survey and list the religious places within the district limits.
The reports of all surveys shall be made available to the State and National Sanatan Boards.
The survey shall be conducted every two years or at any time as directed by the Higher Boards.
Survey of religious places should be done on the following (expandable) points:
Purpose of the religious place.
Total assets of the religious place.
Total income of the religious place and sources of income.
Total expenditure of the religious place and sources of expenditure.
Number of employees working at the religious place.
Work being done by the religious places in the interest of Sanatan Dharma and Sanatanies.
Under the survey, if any changes have been made in various religious places or religious properties before the formation of religious councils, then a separate list of such religious places and the changes made will be prepared.
If any such change has caused any damage to religious places or religious properties, then a detailed list of the same will be made.
A list of officers, institutions etc. responsible for any such change will be made.
Any other information which is not directed but is determinable should also be made a part of the survey.
Resolution of religious dispute:
In case of dispute over the ownership of any religious property, the Sanatan Board shall have the same powers as judiciary to decide the matter.
If the dispute cannot be resolved by the District Sanatan Board, the State Sanatan Board shall constitute a committee of one or more officers to resolve the dispute.
The dissatisfied parties shall have the right to appeal before the National Sanatan Board.
The decision of the National Sanatan Board shall be final and cannot be challenged in any court nor can it be interfered with by the Government.
In case of religious dispute on government land, the decision of the Sanatan Board will be binding on the government.
The Sanatan Board will have the right to take punitive action against the concerned parties for any damage caused to religious places or religious properties by the government or other institutions before the formation of the Sanatan Board. It will also be the duty of the Sanatan Board to regain control over all such properties.
Correction of historical error:
A list of all such properties or religious places which have been misused by the government after taking control of them historically, religious properties which have been used for government or other purposes, religious properties which have been damaged by malicious action or misuse of powers, will be mandatorily prepared by all Sanatan Mandals.
All losses will be assessed as per the current scenario and a list of culprits will be prepared.
The National and State Sanatan Boards will have the power to take appropriate action to recover financial losses from all offenders and in the absence of offenders, boards will have the power to recover financial losses from their descendants or beneficiaries.
In cases of serious allegations, the Sanatan Board will have the power to punish the offenders as per the Bhartiya Nyay Sanhita and the Government will be bound to follow the decisions given by the Sanatan Board.
Registration of Religious Places:
All religious places in India, which have been surveyed and listed by various State Sanatan Boards, will be registered by the National Sanatan Board.
Every new religious place, property used for religious purposes and property donated for religious purposes will be registered in the same manner.
Religious places controlled by the Government will also be registered with the Sanatan Board.
Religious places and properties which are under the jurisdiction of the Sanatan Board but are currently owned by other entities will also be registered.
Registration and Survey of National Religious Places:
Holy Dham, Jyotirling and religious places of national importance will be registered separately and their survey will be done by the National Sanatan Board.
Accounting:
Every religious place will have to maintain the accounts of their income and expenditure independently and the District Sanatan Board will have to collect the accounts of all the religious places under its jurisdiction and provide it to the State Sanatan Board on an annual basis.
Religious places run by the government will have to compulsorily provide the accounts of their income and expenditure to the District Sanatan Board on demand.
The accounting of income of national religious places will be done by the National Sanatan Board every year.
The government-run national religious places will have to compulsorily provide the account of their income and expenditure to the National Sanatan Board.
The religious places receiving financial assistance from the government will have to share the account of their income and expenditure with the government every year on demand.
Distribution of income of religious places:
A certain percentage of the income of religious places will be mandatorily deposited in the "Religious Fund" established by the Sanatan Board as Dharma Seva Contribution.
The percentage of Dharma Seva Contribution will be revised every two years by reviewing the income and expenditure of religious places.
Religious places receiving financial aid or run by the government will also deposit a certain percentage of the income in the religious fund as Dharma Seva Contribution.
Purpose and use of "Religious Funds" or Dharma Seva Contribution:
A part of the income of religious places will be deposited in the "Religious Fund" in the form of Dharma Seva Contribution.
The religious fund will be managed by the National Sanatan Board.
The income received in the form of Dharma Seva Contribution will be used only for the service of Sanatan Dharma.
The religious fund will be provided for the maintenance of income-less religious places.
The religious fund will be provided for the establishment of religious schools for religious education.
The religious fund will be provided for the promotion and propagation of Sanatan Dharma.
The religious fund will be provided for the honorarium of the employees of the Sanatan Board.
The religious fund will be provided for the honorarium of the priests, purohits and employees of the religious places independently run by the Sanatan Board.
Management of religious places:
Religious Boards will not have the right to change the nature, functioning, traditions, customs or local rules and beliefs of any religious place.
Religious places will have the full authority to perform their religious functions based on their traditional or local beliefs and rules.
Appointment of employees:
Only employees of Sanatan Dharma can be appointed at religious places.
Every autonomous religious place can appoint Sanatan employees as per its convenience for its daily operations.
Employees will be appointed by Sanatan Boards for religious places dependent on Dharma Parishads.
There will be no discrimination on the basis of gender, caste, class or any other type in the appointment of employees.
Except for religious places bound to appoint a particular category of priests, there will be no discrimination on the basis of gender, caste, class or any other type in the appointment of priests or purohits at all other religious places.
Employees can be appointed only if they are qualified as per the rules.

Blasphemy:
Sanatan Dharma being a minority globally, an anti-blasphemy law will be drafted by the Sanatan Board to protect Sanatanis from the continuous propaganda and attacks against Sanatan Dharma by monotheistic and supremacist beliefs.
The State Sanatan Board will have the primary authority to decide and punish cases related to blasphemy.
An appeal can be made to the National Sanatan Board against the decision of the State Sanatan Board and the decision of the National Sanatan Board will be final.
In any civilized and progressive society, it should be the fundamental right of the citizens to question and doubt fearlessly. In such a situation, there should be no place for anti-blasphemy laws in any civilized and progressive society. It should be the constant endeavor of the Sanatan Board to educate the followers of monotheistic, one-dimentional and supremacist religions in a spirit of respect and love for other religions so that over time the anti-blasphemy law itself becomes ineffective and unnecessary.
Citizenship:
To take Indian citizenship, it will be necessary to obtain a No Objection Certificate from the Sanatan Board.
It will be the duty of the Sanatan Board to examine the character of the applicants seeking citizenship and their devotion towards Sanatan Dharma.
If an indian citizen acts against the interests of India or Sanatan Dharma, then the Sanatan Board will have the right to suspend or terminate his/her citizenship.
Important:
Family defined by Sanatan Dharma: Mother, father, husband, wife, brother, sister, son, daughter, sister-in-law, brother-in-law, daughter-in-law, son-in-law all will be the members of a family and the rules applicable to a family will apply equally to all these members.
